Former Shell Oil chief: U.S. must become more oil independent

Just in time for the Fourth of July weekend: Our very own John Hofmeister speaking words of wisdom about the need for the United States to wean itself off oil as its dominant transportation fuel.

“It’s incumbent upon the United States of America to become more oil independent,” Hofmeister said at a security conference in Israel in June. “Because it still relies on nearly 7 million barrels a day of imports, and in a nation that uses 18 and a half to 19 million barrels of oil per day, the loss or the risk of 7 million barrels a day of imports puts that nation at about two-thirds of independence, and that’s not enough for the world’s largest economy.

“So there remains an interdependence, until the U.S. can find independence, and it has every right and every responsibility to pursue independence. As does every other nation.”

Hofmeister knows of what he speaks: He was the president of Shell Oil Co., the American subsidiary of oil giant Royal Dutch Shell, from 2005 to 2008. The author of “Why We Hate the Oil Companies” now travels the world talking about the need for alternatives to oil. He’s not only on the board of directors and advisors at Fuel Freedom, he founded a nonprofit called Citizens for Affordable Energy.

U.S. crude prices closed at $56.96 a barrel Wednesday, down $2.51 or 4 percent, the biggest one-day drop since April 8. Compare that to last summer, when the price was above $100. But the market remains volatile, and Hofmeister said having oil at an affordable price long-term is necessary for national security.

“If you’re not taking care of yourself, no one else will,” Hofmeister said.  “And so nations should look to their security — not just to their defense forces, but to their energy supplies — which in the United States, is why I’m almost entirely focused now on transitioning natural gas to transportation fuels, as well as biofuels, as well as electricity for transportation. Because the future of oil is simply limited. We’re not running out. It won’t disappear. But it simply won’t be available at this price for an indefinite future.”

Hofmeister expanded on another of his major themes: that natural gas, which is cheap and plentiful in the United States, could help the U.S. and other nations reduce oil consumption. Natural gas is used as a fuel in its gaseous, compressed form — as CNG and LNG — and it can also be processed into liquid alcohol fuel, ethanol or methanol.

“Over the next decade, nations like the United States, or like Israel, or like much of Europe if not the whole of Europe, that are not transitioning at least a third of their oil demand away from oil and toward natural gas will only look back in regret.”

Bryce (NY Times) and ethanol: The whole truth and nothing but the truth

E85 pumpWhat’s up with the Manhattan Institute for Policy Research? While I often don’t agree with the scholars who write for it, I find its articles and books thoughtful and provocative.

My question concerning the Institute derives from a desire to build a now absent civil dialogue concerning policy issues affecting the U.S. The Institute, when a reasonably informed national dialogue on policy existed, was an important participant. Now, that it has been lost, the Institute’s agenda and body of work offers hope that it can be resurrected someday soon. In this context Robert Bryce’s article in today’s New York Times, “End the Ethanol Rip-Off” concerns me. His article is filled with factual and interpretative errors that skew his conclusions concerning the Renewable Fuel Standard (RFS).

Bryce asserts that corn ethanol is responsible for significant environmental problems particularly related to land use, harvesting and processing fuel. He also states that it generates higher food costs, and that it damages small engines. Finally, according to the author, ethanol’s price has been and is generally higher, much higher, than gasoline. The only thing he left out is that ethanol is the cause of global warming, the Israeli-Palestinian conflict, unemployment, the trial and tribulations of Miss America contests and bouffant hairstyles in Texas.

No fuel used now in America is perfect. Certainly, the DNA of gasoline, which Bryce seems to champion, is much more harmful to the environment, and the nation’s need to reduce GHG emissions. Gasoline use also reflects significantly more public health problems and continues the nation’s dependence on imported fuels.

Let me try to summarize some of the facts that Bryce overlooks or does not seem to know:

  1. Although a cleaner burning fuel, E10 (10 percent ethanol) blended with gasoline does result in a small energy content gap that requires a purchase of additional E10 gasoline to secure mileage equivalency. But, up until recently, the lower price of E10, compared to gasoline, has more than made up for mileage differentials and slowed down the upward trend of the price of gasoline and put downward pressure on prices.
  2. E85, which the author does not mention, has been approved by the EPA for certain vehicle classes. Like E10, its use does result in lower mileage per gallon when compared to gasoline and also results in more mileage per BTU. The mileage gap is lower than the gap that Bryce indicates in his article. Again, before the decline of gas prices , the gap was more than made up by the lower costs of ethanol and its’ increased efficiency.
  3. There is no real consensus on the food vs. fuel debate. The World Bank has changed its position on this globally over the years and the Congressional Budget Office (CBO) has suggested that if there is a negative effect on food, it is very minor. Indeed, while the food vs. fuel argument has not yet been settled, most experts agree that increased oil prices contribute to increased food prices. The food vs. fuel argument has reflected an “on the one hand, on the other hand” dialogue. Perhaps more relevant, particularly with respect to corn, there are land use and processing techniques now being introduced that would mitigate possible problems. Certainly, corn is not in short supply and the price of corn to the consumer has not spiraled up significantly.
  4. The author also neglects the fact that natural gas- and cellulosic-based ethanol (as well as other feedstocks) maybe on the horizon. Investors have delayed involvement, primarily because of uncertainty concerning the market and gasoline prices. Its advent will likely lessen food vs. fuel issues and help lesson environmental concerns.
  5. Bryce suggests that ethanol, (again, he refers to E10 in his article), has a negative effect on engines. Most of the independent analysis of the impact of ethanol on engines, E10 as well as E15 and E85, suggest differently. The EPA has approved the sale of each blend with certain vehicular limitations with respect to E 15 and E 85.

Bryce spends much time talking about the cost to the consumer of ethanol and the so-called ethanol tax. Curiously, given his location in the Manhattan Institute, he neglects to mention the significant cost to the consumer of the failure of oil companies to open up the gasoline market to alternative fuels like ethanol. Try going to a “gas” station to buy E85 or to charge your electric vehicle. Good luck finding one near your home or easily on a long trip. Through tough franchise agreements, oil companies eliminate competition around the nation. I suspect the imputed tax caused by the oil companies’ monopoly or almost-monopoly position is quite higher, much higher, than the tax that Bryce suggests results from ethanol use. The Institute should pay for a copy of Adam Smith and give it to the author.

Bryce’s article does not really contribute to a needed transparent debate over Renewable Fuel Standards or the wisdom of alternative fuels. It mixes up concepts and facts concerning energy content, car performance and efficiency. It sweeps over serious issues with respect to food vs. fuel and the environment with a broken brush or broom. Its conclusion concerning ethanol and implicitly other alternative fuels is inconsistent with his assumed anti-regulatory position and belief in the market place. We need such a debate, one that reflects a comparison between alternative fuels such as ethanol and gasoline as well as one that accommodates a needed transitional strategy between alternate and renewable fuels.

Oil spill causes one of Israel’s worst environmental disasters

Oil gushed from a broken oil pipeline in an Israeli desert reserve Wednesday night, causing what officials said was one of the country’s worst environmental disasters.

The spill occurred in the Eilat-Ashkelon pipeline near the Evrona reserve, on the Israel-Jordan border. Millions of liters of oil escaped in the rupture, which happened while workers were performing maintenance on the pipeline, Reuters and The Guardian reported.

Three people were hospitalized after inhaling fumes from the spill.

What Do Religious Patents And Pope Francis Have To With Reducing Oil Dependency?

Israel has more patents per capita than any other nation in the world. Despite wars and tension at its borders, international investor interest remains high, particularly in high-tech industries. Indeed, high-tech industries continue to grow faster than any other industrial sector.

Okay. I have a serious question for questioning minds. The Jerusalem Post stated that pollution levels dropped by 99 percent on Saturday, Yom Kippur, a key Jewish religious holiday. The article indicated that nitrogen oxides decreased by 99 percent in the Gush Dan and Jerusalem regions and that other serious pollutants that affect health and well-being also dropped significantly. (Truth in advertising compels me to say that Israel has another holiday called Lag B’omer, where folks light bonfires to celebrate a wise sage in Israel’s past. Many also travel to the sage’s tomb. Both activities make air quality terrible. But understanding, apology, patience and penitence may result yet in friendlier environmental options.)

Wow, could Israel patent environmental behavior based in religion to secure a healthy environment? What would they patent? Perhaps, activities resulting from seeking forgiveness for previous driving and fuel related sins generating harmful pollutants. Asking forgiveness and apologizing are what Jews are supposed to do on the Holy Day. Or should they try patenting the environmental God, Himself or Herself, to make sure we have a major partner with respect to minimizing pollution in the environment. Here, they could include other possible partners like the scientists busy at work in Switzerland on the “God particle” in their patent.

Maybe Israel’s success with Yom Kippur behavior would lead Catholics, Protestants, Muslims, Hindus and Mormons to define and patent Holy No Drive Days or better yet, because of lessons learned from Israel and possible Israeli involvement, lengthier environmental behavior days, weeks, months or years. Because of the negative impact on the global economy, international security and the environment of the world’s present dependency on oil and oil’s derivative gasoline, perhaps all the major religions and even the minor ones could agree on a range of environmentally friendly behavior changing initiatives, particularly related to one of the largest pollutants of them all…oil. Each patent would be based on prescriptions written or derived from religious interpretation of each religion’s environmental norms and tenants and holidays. Here’s one: Just say no to gasoline and yes to use of replacement fuels. Tithings from believers or congregants would support the effort. Figure it out, enough long holidays and the world might begin to reduce levels of pollution and likely GHG emissions, as well as oil-based wars and tension. Maybe we could develop a whole set of religious patents, that once patented, would be capable of being used by any nation or religion and any group or individual free. You know, building good, Godly behavior.

No government subsidies, no new government regulations. If behavioral changes stick, based on religious initiatives, our grandchildren and their grandchildren could live in a better world. While, likely impossible and the idea of patenting good behavior is more humorous than real, the thought seems worthy of a prayer or two and lots of meaningful sermons as well as interfaith action.

Collaboration by churches, synagogues and mosques could influence governments to jump in and also play a leadership role. Clearly, religiously inspired guilt is often aspirational and motivational — sometimes politically. Combined with religiously inspired individual commitment concerning grassroots activity, it could secure secular support for the development and implementation of comprehensive fuel policies concerning environmental, security and economic objectives — like social justice.

Where might we go with this? Probably not very far. But think of it. We spend much time arguing about God, and often much less time achieving godliness through reforming institutional and our behaviors as good stewards of the world. If we could marshal (excuse the pun), the leaders of some of the major religions of the world to help reduce harmful pollution from gasoline, GHG emissions and wars related to oil, over time, amendments to individual and group activities could help “convert” the bleak forecasts concerning climate change and increasingly dirty air for the better. Additionally, such an effort could also lead to a reduction of tension in areas like the Middle East, and global and national economic growth based on the development and distribution of both transitional replacement and renewable fuels.

I don’t expect invitations to discuss the matter from religious forums or meetings. But seeking collaboration from the religious community to end dependence on oil is something to think about in terms of the “what ifs.” Maybe in this context, a respected celebrated religious leader like Pope Francis could be asked to try to bring together religious leaders and even some secular ones to at least begin to discuss initiatives across man- or women-made national boundaries.

The proposed agenda would link short-term coordinated strategies to use transitional replacement fuels such as natural gas, ethanol, methanol and biofuels with longer-term plans (with immediate efforts) to increase the competitiveness of electric and hydro fuels. For my religious colleagues and secular friends, it seems to me that beginning these discussions is a moral and practical imperative.
